The ZK-based region transitions definitely break with the BT paper. This direction came out of discussions about the best way to persist master state over in HBASE-2485. I'm generally very in favor of moving the master away from the basescanner/heartbeat way of doing things towards zk and rpc. Assignment is untenable in the current style and master failover does not currently work. This design makes this stuff a lot easier imo, not to mention faster.
