Regarding keeping state in memory being untenable, what's the reasoning here? HDFS manages
to keep all of the blocks in memory, and the number of blocks is WAY bigger than the number
of regions. I'm not saying I think we necessarily have to do it, but I don't think we should
rule it out, either.
