FYI

Minor compactions enforce deletes and prune them out.  I've variously
attempted to do more in minor compactions but I had to roll it back
because it would take way too long to minor compact.  I was hoping we
could enforce version count at some point but I'm not sure if that'll
be possible.

So yes, complexity of the minor compaction process does become a problem.
