The above comment is in the patch file.  Note that only HDFS-200 & HDFS-142 are necessary
for append/close to work with HLog recovery.  HDFS-988 fixes HDFS Safe mode and is required
for this test so the datanodes die with the exact same HDFS block sequence number.  The config
param "dfs.client.block.recovery.retries", is only in our local builds, but I'll try to submit
an HDFS patch to expose it.  This test should work fine without the config param, albeit 5
seconds slower than with.  HDFS-142 is currently under test & may undergo more revisions,
but I thought I'd give you guys a test baseline.

Note that this is a reasonably balatant copy from TestFileAppend4.java in HDFS.  This is more
a sanity check to make sure you have the right jar installed.
