Josh Elser resolved HBASE-15519.
    Hadoop Flags: Reviewed
    Release Note: Adds per-user metrics for reads/writes to each RegionServer. These metrics
are exported by default. hbase.regionserver.user.metrics.enabled can be used to disable the
feature if desired for any reason.
      Resolution: Fixed

Thanks for reviving this, Ankit. Pushed it to branch-2 and master.
