I think things are back to normal now. As a bonus, we also fixed some
issues with running the hadoopcheck and shadedjars checks more often
than needed.

after we've gotten a few runs in over the weekend we can pick back up
on the timeout issue, presuming the surefire upgrade didn't fix them.
