stack resolved HBASE-4324.

    Resolution: Won't Fix

No longer pertinent (don't keep list of unassigneds in zk now). Could have this issue when RIT... But Assignment is being redone in 2.0 so none of this stuff in ZK.

Resolving as no-longer-pertinent.
