Subject [CANCEL] [VOTE] The 1st HBase 0.98.21 release candidate (RC0) is available

Thanks Ted. Didn't catch a zombie. Really appreciate the extra pair of eyes.

I found the offending commit, will revert it, and make RC1, coming shortly.
