Checked sums and signatures

Unpacked tarballs, layout looks good

Built from source with RAT enabled, build passes (7u79)

Spot checked LICENSE and NOTICE files, mostly ok but found some nits that
should be fixed:
- Unsubstituted macro ${dep.licenses[0].comments} in binary tarball LICENSE
for Apache Commons Collection, BeanShell core, OWASP AntiSamy, and XOM
- Unsubstituted macro ${dep.url} in binary tarball NOTICE for BeanShell core
- Unsubstituted macro ${copyright-end-year} in binary tarball NOTICE for
HBase resource bundle

Loaded 1M rows with LTT (10 readers, 10 writers, 10 updaters (20%)), all
keys verified, no unexpected log messages or warnings/errors, reported
latencies in the ballpark
