Subject [RESULT] [VOTE] The 1st HBase 0.98.17 release candidate (RC0) is available

With 6 +1 votes including my own, and no 0 or -1 votes, this vote has
passed and we have HBase 0.98.17. I will send the artifacts onward for
distribution and send out the release announcement shortly.

My thanks to all who voted!
