Enis Soztutar resolved HBASE-12967.

    Resolution: Not A Problem

We already load the Region Split Policy class in sanity checking for the table description
in alter table in all 0.98+ branches:

  private void checkClassLoading(final Configuration conf, final HTableDescriptor htd)
  throws IOException {
    RegionSplitPolicy.getSplitPolicyClass(htd, conf);
    RegionCoprocessorHost.testTableCoprocessorAttrs(conf, htd);
  }
{code}

Resolving this as not a problem.
