Subject [CANCELLED] [VOTE] The 2nd HBase 0.98.12 release candidate (RC1) is available, vote closing 3/26/2015

Meh, sorry for the churn. I'm going to pull this RC so we can
get HBASE-13303 in as soon as possible. I will wait until Monday 3/23
evening before attempting another RC.
