HDFS-7647 changed internal API related to LocatedBlocks and DataNodeInfo.  We can fix it trivially
in HBase for now.

Longer term, we should add an API for advanced hdfs users (like HBase) to deprioritize / reorder
locations for blocks based on what the client thinks.
