I understand that, but setting the snapshot owner should be really decided based on hbase
security authentication set to Kerberos or not?

IMO it should be related to ACL not Kerberos. May be I am missing something and possibly wrong
here.

From description of hbase.security.authentication:

Controls whether or not secure authentication is enabled for HBase.
Possible values are 'simple' (no authentication), and 'kerberos'.
