stack resolved HBASE-3288.

    Resolution: Won't Fix

Too hard just now.  Our blockcache is by server, not by column family so configs per column
family especially when blockcache is global to the server, would be messy to implement.  Putting
aside for now.  Resolving as "won't fix".
