Subject TestHFileBlock failing in Windows

Running in my dev machine with windows TestHFileBlock keeps failing with
different errors
particularly the testConcurrentReading() testcase.

But the same works in linux box.  I am not sure if it is an environment
issue. If the read in the test case happens with single thread then it
works fine.
I hit this issue while trying to make some changes and after having a clean
code without any changes still this test case keeps failing.  Not sure if
everyone is observing this.
