Doing a compare of the list of tests that show under hbase-server when tests pass and the
build passes compared to the list when all tests 'pass' but the build fails, a few show up
w/ some regularity:

> Running org.apache.hadoop.hbase.coprocessor.TestBigDecimalColumnInterpreter
> Running org.apache.hadoop.hbase.mapreduce.TestCellCounter
> Running org.apache.hadoop.hbase.mapreduce.TestHRegionPartitioner
> Running org.apache.hadoop.hbase.mapreduce.TestMultiTableInputFormat

> Running org.apache.hadoop.hbase.mapreduce.TestTableMapReduceUtil

I removed TestMultiTableInputFormat already over in HBASE-9009.  Let me add timeouts to all
other tests.
