In CHANGES.txt, HBASE-5228 is listed under 0.90.7 however the JIRA has
0.90.6 as Fix Version (which is true due to the timing of its resolution
date).

According to the rule J-D outlined, modifying CHANGES.txt would imply a new
RC.
