Erik is out of the office for the afternoon, so I'm filling in to get this patch in (holding
up block cache development)....

As stack suggested, patch changes from requiring instantiation or a call to reload() to static
{}

Otherwise, I reviewed erik's patch and looks good.  Tests pass.
