right now the master makes assignment decisions during the 'check in' RPC.  Basically the
master doesn't proactively assign regions, instead it passively waits for regionservers to
call the master.

We'd also need new RPC so a master can be much more proactive about assigning regions.  This
could reduce assignment time by seconds (!).
