Agreed.  Nitay, Chad and I have been talking about it: HBASE-1451.  I've
added comments here to the issue.

I hope this cleanly applies to 0.19.3, but it might take only a little bit

After a little bit of hacking, it went in.  Will roll a 0.19.4 candidate
