I agree. +1 on not deleting into the future. 

The exception to this rule is LATEST_TIMESTAMP which HRegion converts
to 'now'. If I read this (somewhat lengthy) discussion correctly, any
timestamp specified for a delete that does not exactly match a
timestamp for a cell, that delete will be ignored. Converting
LATEST_TIMESTAMP to 'now' will break if my reading is correct.

I am not concerned with removing deleted key/values on a minor
compaction because as Erik points out, there is no way to undo a
delete. The delete record still needs to be written so that key/values
from older stores can be removed (along with the delete record) during
a major compaction.
