hbasefsck was intended to be a tool used while hdfs was running but hbase was offline. So
I do not understand how flush enters the picture.

The idea was for it to walk through the entire on-disk structure of an hbase installation,
and repair 'stuff that is broken' such as bad entries in the meta and root region, 'extra
files', etc.

If you have a different idea, please post it. We are always open to new approaches.
