This is pretty easy to reproduce.  I just tried it.  In my cluster, -ROOT- and .META. were
on different servers.  I just kill -9d the regionserver hosting -ROOT-.  Master seems to hang
splitting log.  Upload sort of goes on because lots of places have .META. cached but other
places are hung up waiting on a -ROOT-.
