This shouldn't be too bad to do.  We now record metrics including jvm metrics.  We can add
selective metrics to the heartbeat sent back to the server using an HbaseMapWritable.  It
could output them in UI as extra column per regionserver.

If master is to make rationale decisions about reallocating because a regionserver is struggling,
it'd have to keep up a history too (a new server column in catalog tables as we have for region
historian; this is service historian I suppose)?

Meantime its easy having this stuff show in ganglia, fyi.
