If client is told region is on regionserver X by the master yet, every time the client goes
there, the regionserver says NSRE, client should be able to signal the master that its giving
out bad locations.  Even if this feature were done as an admin facility available on the shell,
would make it so didn't have to restart regionserver when issues like HBASE-851.

This is an idea J-D had over in HBASE-851 (Jim Firby had it subsequently in HBASE-921).
