Should the hole be fixed? Yes.

Is it a blocker for 0.18.1? No I don't think so because this behavior has been around for
quite some time, and fixing this problem will be time consuming and consequently hold up other
critical fixes that are in 0.18.1 which people really need.

I would make it a blocker for 0.19.0 and 0.18.2, though.
