I tried something else. The MetaScanner thread sleeps 60 seconds by default. For a small cluster,
it means that it will take at least 1 minute to start up. I did a little dirty hack that puts
that time at 5 seconds as long as the meta regions are not scanned then it restores the configured
time. My modifications enable other hacks like this one since I modified Sleeper.

Clint, try it out and see if it fits your needs.
