The initialScan has poor chances of being called with metaRegionsToScan filled. So the optimization
will do nothing for a lot of people (and if you have a big cluster, starting it will be long
enough for other reasons). So this modification is out of scope in this jira.

Something doable would be to clear the ROOT table.
