    Resolution: Fixed

Added copy constructor to HRegionInfo (previously, UnmodifyableHRegionInfo constructor was
calling a HRegionInfo constructor that computed a new regionId). This was causing the encoded
name to change (as the hash of the region name would be different.

Now UnmodifyableHRegionInfo uses HRegionInfo's copy constructor and afterward creates an UnmodifyableHTableDescriptor.
