Committed to branch and TRUNK.

Closing this issue though I don't think we've seen the last of overlapping regions. I think
we'll see overlapping instances again sometime down the road but will be easier to figure
out whats going on now this and other recent commits reduce the noise significantly around
regionserver checking in w/ server.
