Subject Release Status Update (was Re: [VOTE] HAWQ 2.0.0.0-incubating (RC2)

Thanks all for the test and verification on our very 1st release.
Here's some status updates after we reviewed feedback from IPMC in the past
a couple weeks.

Here's a detailed list:

   - HAWQ-1007 <https://issues.apache.org/jira/browse/HAWQ-1007>: Add the
   pgcrypto code into hawq
   As part of the community discussion, we've decided to initialize Apache
   crypto process according to  http://www.apache.org/dev/crypto.html so it
   makes sense to add pgcrypto back.

The following JIRAs are being worked by Ed

   - HAWQ-993 <https://issues.apache.org/jira/browse/HAWQ-993>: Symbolic
   link (contrib/pgcrypto) pointing to non-existent location
   - HAWQ-976 <https://issues.apache.org/jira/browse/HAWQ-976>:

BUILD_INSTRUCTIONS.md
   should contain more than just a link
   - HAWQ-958 <https://issues.apache.org/jira/browse/HAWQ-958>: LICENSE
   file missing checklist
   - HAWQ-957 <https://issues.apache.org/jira/browse/HAWQ-957>: NOTICE file
   clean up
   - HAWQ-952 <https://issues.apache.org/jira/browse/HAWQ-952>: Clean up
   COPYRIGHT file and review NOTICE File

The last one is being worked by a few committers/contributors in Beijing

   - HAWQ-959 <https://issues.apache.org/jira/browse/HAWQ-959>: Clean up
   Binary files based on RAT reports


The community is going to continue working on solving all IP issues and
target the release in the next a couple weeks.
Please stay tuned for the next Release Candidate source tarball.
