The tests run only after they are built ("compile-tests")  and class
library module is built ("build"). The class library is used solely
for building tests, the tests run after the proper build specified at
test.jre.home.

<target name="-test-module" depends="build, compile-tests,
prepare-exclude, run-tests" />

This means you cannot skip the build step for class library tests.
This is different from stress tests. So there is nothing we can do
from the buildtest here, the problem is in the class lbrary build
system.
