Try grepping in,
http://svn.apache.org/repos/asf/harmony/enhanced/drlvm/trunk (grep -ri jlc).
They u'll find several places where it is defined rather. Ex:-
1. vm/vmcore/include/jni_utils.h:extern ObjectHandle gh_jlc;
//java.lang.Class
2. vm/vmcore/include/Class.h: * @param[in] jlc - instance of java/lang/Class
to retrieve class from
