I've looked into:
org.apache.harmony.security.tests.java.security.cert.CertificateFactory4Test
    test_generateCRLLjava_io_InputStream

The next update:

So the test tries to open unreachable URL by
    InputStream is = certUrl.openStream();
and IOException is thrown.
But in your case there is no exception and test tries to parse
certificates and crls.
You may wish to examine InputStream content.
