Subject Harmony in ASF infra

Hi all,

ASF infra people seriously consider opportunity to move to Harmony,
and they asked for help (on infra@ list). The Confluence failed to
start:

I recall when this topic was raised for the first time, they mentioned
JIRA and Confluence as primary workloads. The JIRA was enabled
successfully, but it's a pity the Confluence slipped thru cracks!
Good time to fix the mistake now ;)
