Why do you have three lines the same?
<arg value="${build.deploy.dir}/jdk/jre/bin/icuin34.dll" />
<arg value="${build.deploy.dir}/jdk/jre/bin/icuin34.dll" />
<arg value="${build.deploy.dir}/jdk/jre/bin/icuin34.dll" />
