I have no idea what the class does, but the code is wrapped so
that if the class is not found, it just catches the exception
and goes on. It looks like addressing this class does not affect
Netbeans operation.

The only purpose for adding a stub to suncompat is to make Netbeans
compilable on Harmony.

Would it be something we could make functional?  I'd love to see  
NetBeans work.
