Right.

Take this:

 http://simile.mit.edu/repository/tools/loader/trunk/src/Loader.java

and overload

 Class loadClass(String name, boolean resolve)

merging it with something some code taken from

 http://tinyurl.com/r4rmf

ship with the eclipse JDT compiler, stir up and you're done.
