Ignore the "Collection_frequency_patch.txt".

"Collections_new_methods_patch.txt" contains the 'frequency' method as well as the 'reverseOrder(Comparator)'
method and the matching test cases.

I'd change the issue title, but I don't know how or don't have access to do that.
