IMO, I expect the order would be:

- - a JVM (maybe a simple interpreter at first time, then a jit/wat/xxx
of the
death) - as it should work with other compilers and mutliple class libraries
- - an installer
- - class library (classpath as good bet)
- - a compiler (javac)
- - some tools (appletviewer, keytool etc)

The tools probably creep in at all stages, though.
