Two failures that I see when I run this test are:

<testcase classname="org.apache.harmony.tests.tools.javac.binary.JavacBinTest" name="test_nonExists"
    <failure message="The output should contain &quot;is missing&quot; Error -
&quot;javac: file not found: no_this_test.java

We expect an "is missing"  message to be displayed (as per the ecj.jar output) but we see
a "not found".

We get the same output from the launcher, irrespective of the options supplied to the javaw.
I guess this is known, but something to consider.
