I don't see a need for our (community) jdk to include a javaw on unix platforms.  The RI doesn't
seem to include one.  Why would we want one?  What purpose would it serve?

Therefore, the javaw tests should be windows only.

If you want to do something different for your private builds then that is irrelevant to this
JIRA.
