You don't need the launcher.  Please create a patch against the federated build that updates
the jdktools tree to include the new tool.  The patch will need to:

  1) create jdktools/modules/jdktools/src/main/java/org/apache/harmony/tools/jdb/Main.java
  2) Add a copy task to jdktools/modules/samsa/build.xml to copy the generic samsa.exe to

See the implementation of the other jdk tools for examples of the changes required.
