The optimizations applied in HARMONY-6346 mean that the behaviour of inflating a single -1
byte has changed.  This can be reproduced with:

            int inflated = 0;
            byte[] buf = new byte[1024];
            Inflater inf = new Inflater();
            inf.setInput(new byte[] { (byte) -1 }, 0, 1);
            inflated = inf.inflate(buf);

which throws "java.util.zip.DataFormatException: unknown compression method" on the RI but
no exception on Harmony.
