I've looked at Linux.  A simple test program - with space appended to the 0.0.0.0 string -
shows that:

  getaddrinfo("0.0.0.0 ", ...) succeeds, but that:
  gethostbyname("0.0.0.0 ") fails.

We use the former.  I assume that the RI is using the (obsolete according to POSIX.1-2001)
gethostbyname call which fails and thus gives the behaviour I would have expected.

I also looked at AIX, and on that platform getaddrinfo fails as I would expect and thus the
behaviour matches the RI.  Oli was seeing a test failure on z/OS so I assume the behaviour
is the same as AIX although I've not tried it.

Given that we are using the modern portable function to perform this task, I'm not inclined
to revert to an obsolete mechanism to work around a platform difference.  My initial reaction
is to consider this non-bug difference/WONTFIX.

I'd be interested to know what the situation on windows is before making up my mind though.
