Currently, we still have three testcase failures for Scanner. Two of them are caused by DecimalFormat
instance for  Locale("ar", "AE") which can't be fixed in Scanner itself. And there is only
one about Scanner issue which is a regression testcase for Harmony-4774. But that defect is
about implementation behavior difference with RI. IMO, we can comment these testcase and move
the Scanner out of exclude list. After all, it is better than excluding the whole class right
now. I will raise a JIRA for this issue.
