Hi Tim,

They are obsolete ones. Since these commented tests are ICU relevant issues, I think they
were originally written according to the behavior of ICU with old version. As ICU has been
upgraded for several times, they became obsolete now. However,  we didn't notice these changes
as ScannerTest is in the exclude list. I think we can comment them temporarily and update
them when ICU 4.0 upgrade is done.
