When Sun Java stores values using Windows Preferences, the values are converted before they
are saved in the registry.
And of course the reverse conversion is done when retrieving values.

However, Harmony fails to do the conversions, and therefore cannot always correctly read preferences
set up by a Sun JVM.

It looks like Harmony encodes/decodes names correctly (though I've not tested this).

The failing values in my test are Windows paths; looking at the actual registry shows that
backslashes and capital letters are encoded by Sun Java but not decoded by Harmony.
