Sun, BEA and IBM are probably sharing the exact same source for this class, which is why they
have the same behavior. I would classify this as a trivial difference, the APIs are written
such that implementations are free to optimize as they see fit.

Feel free to bring this up for additional comments on the dev mailing list to see what the
rest of the community thinks.
